You can get most items/powerups by just buying them with unlimited red orbs, but you can't buy quest items like 'rusty old keys' which you need to progress..which you can now just create out of thin air using the memory hacks in this video.
If you've watched my Resident Evil cheat engine/save game edit videos, you'll notice the inventory structure is quite similar here..which makes sense, as these are all Capcom games.
