In celebration of reaching the 500 sub mark, Dido has decided to destroy the adversaries and claim all land as Carthage.

The Civ gets free Harbors meaning coastal cities are more important than ever - almost as important as the AI's cities, which are also Carthage. Things don't start out perfect (perfect = all land is Dido's) but it quickly becomes clear that no matter who you are, you'll eventually be her target.
