7I decided to play this differently.
They don't rebuild any structures on this level, so the best place to Nuke is the War Factory and Barracks.
Rush the Construction Yard in the SE corner and the money crate. Try not to sell the Construction Yard too early as the production speed helps.
Have a decent enough early income for you to be able to replace lost Obelisks, although I wouldn't place the first until after they use the Ion Cannon once.
Tiberium is a bit of a pain in this level, so you'll probably want another couple of Refineries in the SE, and sell your originals when the patches there are dead.
I did use a few bits of Sandbags, but Guard Towers would have had the same effect.
When the Nuke takes out the War Factory and Barracks sell your Temple and then sell your GDI Construction Yard once you have a War Factory.
Sell your Obelisks once the units from the aftermath of the Nuke have been destroyed.
If you build a War Factory you can sell it after you plop down an Airfield if the only thing you wanted was an APC (which is the case for me).
Any ORCAs can be lured back to Rocket Soldiers with either Humvee or Recon Bikes.
Get an Airfield for Flame Tanks and begin taking out AGTs. You'll win 1v1, but when it comes to the main base you'll probably want 5 or so as well as a few Recon Bikes/Light Tanks to assist.
When it's safe to do so, begin capturing the Silos and Refineries and
mop up.
