It is hard to describe what this filter does. Basically it enters values into a command block in a sequence. For example, you have a line of command blocks and you want each of them to say a number from 1 to 100 in a row, run this filter to get that to happen. Or you want them to say the first 100 perfect squares, easy. Maybe you want to draw a graph of 2X^2 + 5X +6, no problem, just use this filter. When you need it, it can be VERY helpful.
