"Reach maximum happiness in a large settlement." A task which on the surface seems like it should be simple but it seems when Fallout 4 first launched, Bethesda didn't put enough thought into this achievement as it's one of the rarest in the game without DLC achievements.

In this challenge I try to become a benevolent leader without using dlc and interpreting "large settlement" to mean with a population of at least 20 and again with only 1 settler and the DLC items added to balance the difficulty of this challenge.
