A two-year-old support post to Google support says that once the TV is turned off, the Chromecast should no longer be broadcasting from YouTube. As you can see, it not only broadcasts while the TV is off but also while the connection to the original source is cut.

To stop it from casting, you must unplug it's power cable, there is no off switch.
