In part two of our series on cyber warfare, we examine how Estonia became the first country in the world to suffer a large-scale cyber attack, in 2007. Soon after the country became host to NATO's cyber experts, housing them in a modified barrack block first built by the Russian tsarist army, in the capital Tallinn. Here, NATO holds regular exercises to test alliance members' readiness to cope with an attack. Although Britain does not routinely take part in NATO cyber exercises, it does take the threat seriously, and has set aside £650 million over four years to improve cyber security.
