Jack arrives at Exner's office building, he observes the GAC units around the building, supposedly, terrorists have seized the building and planted bombs, but Hennessey and GAC don't seem to be in a hurry to get them out. Jack sneaks by them and enters the building to find Exner. Once inside, he battles several GAC officers and discovers they are actually setting the bombs, not disarming them, hoping to kill Exner as she had been hoping to get rid of them if she was elected as mayor. Jack fights through them and manages to disarm the bombs with help from Shadow. He must then fight through the building and put out fires, as well as assist any civilians trapped in the building...
