Rip And Tear - As Colt, use Havoc and inflict a ton of damage to Eternalists.
For this one you will need some fast fireing gun wuth lots of ammo and Havock Slab with Euphoria and Withdrawal upgrades. Havock and it's upgrades is dropped by Fia at Fristad Rock at Noon.
I also recommend Juiced Up trinket as it increase your maximum power plus any trinket that increases your ammo.
Go to Updaam at noon or in the afternoon. There's a bunch of enemies outside of library so cast Havock and start blasting until achievement pops up.
Note that the more hits you take the faster your power will be drained so maybe don't go all Rambo on them but use cover and try to avoid some shots.
