The question of what decay does has come up a lot, so I thought I'd give a quick breakdown, if it's not enough I'll math in a second one for you just for that extra help. The basic formula being 3 - (3*.211) = 2.367 to get my final mineral output in this video. That being "Resource # minus (Resource # multiplied by decay in decimal value) = Resource # received at core world.
