Decimation X3, PC Port Devlog #1, Fist Play, no audio

In-progress port from Xbox 360 to PC.
Porting it from XNA required for XBLIG, to MonoGame for the PC.
This is literally my first play of Decimation X3 on a PC since when I first developed the game in 2010, immediately after I got it to compile and runs with all content (minus audio).
2022-10-11.
It is still running in 1280x720 resolution, which was known as HD at the time (2010). Some people were still using CRT TVs with massive overscan issues -- thus only the inner 80% was known as the "safe area", which is why the display is smaller than the full screen.
