Step 1: Complete The Entire Single Player Campaign.
Step 2: Complete All Quests on Earth with the Blue Crown. It is called Enhance and it has multiple boss fights. with a light level of 260 Recommended.
Step 3: After Finishing the missions you will turn it in to Devrim. He will reward you with the Mida Mini-Tool.
Step 4: After Finishing The Entire Quest line and getting the Mida Mini-Tool head to the Tower. The Gunsmith will have a new quest for you.
Step 5: Sight, Shoot, Repeat requires you to equip a Scout Rifle and get 50 Precision Kills (Headshot Kills) And Kill 3 enemies without reloading 25 times.
Step 6: Return to the tower and you will start the next quest.
Step 7: Dismantle Rare (Blue) or Higher Scout Rifles. Ones you kept in storage or have had before starting the quest will count. ALL Scout rifles count including Kinetic Weapons and Energy Weapons.
Step 8: The Fall Will Kill You Quest requires 50 SMG Kills While Airborne.
Step 9: Return to the Gunsmith and pick up the Mida Multi-Tool Exotic Scout Rifle.
