Read on Raidsecrets that patrols have a chance of giving the ciphers so did 20 mins of patrols on moon to maximize amount of patrols in least amount of time by doing the kill patrol and toland patrol in three different areas then reloading moon.

I averaged one every 5-6 patrols or one per moon instance which works out to one every 3-4 ish minutes
