I use this fragment a lot of my warlock since they have a lot of ways to freeze people, and I got curious about how it affects some weapons. I tried to let the aim assist do the work on it's own and not aim that much as well. Although from personal experience, Cold Front with Harmony and Perpetual Motion with the stability stasis buff is very good.

I feel like to get the most of this fragment on other characters though you would have to run Armamentarium on Titan, and Hunter you have to use the Stasis grenade Aspect.
