If servers are down, you may face this problem, check for any outage from Battle.net
Step 1) Make changes in Limit download bandwidth On Battle.net

Step 2) netsh int tcp set global autotuninglevel=normal
Step 3) Perform Power cycle- Shut down your computer, unplug the power cable, press & hold the power button ON PC for few seconds, turn off WIFI router, wait for few seconds and restart your WIFI router and then restart your computer
Step 4) Make sure date, time, time zone and region are correct on your computer
Step 5) Run these commands
ipconfig /flushdns
ipconfig /release
ipconfig /renew
netsh winsock reset
netsh int ip reset
netsh interface ipv4 reset
netsh interface ipv6 reset
netsh interface tcp reset
Step 6) Windows update/Streaming videos online, too many devices connected to the same network can also cause connection issue
Step 7) Perform Network Reset- Make sure you have the WIFI password
Step 8) Switch to a different network
Step 9) Use Ethernet connection
Step 10) Update Windows
Step 11) Uninstall the network driver and restart your PC- Make sure you have the WIFI password
Step 12) Update drivers from your system manufacturer website
Step 13) Update System BIOS
