Doom is a graphic heavy game and it takes a lot to play this game even in high settings. I do not have the best Specs but I was able to get this working faster compared to the Rise of the Tomb Raider.

The answer was actually in front of me in OBS, I just had to use "Display Capture" then select the monitor instead of "Game Capture".

For Game capture I tried both the full screen application and capture specific window and it did not work. Also if Doom is on vulkan the game capture's capture a specific window does not work, I am not an expert, I don't know why.
