This is on the PC version with mouse and keyboard. I am trying to target the half-eaten zombie, but apparently the hitbox for it is only a small fraction of its body. Switching to the overhead view does not help much at all.

When combined with the animations it does, it's not surprising so many people can have trouble targeting at times.
