The premise of Double Dragon II: The Revenge takes place shortly after the events of the first game. The Lee brothers, Billy and Jimmy, have successfully defeated the Black Warriors gang and rescued Billy's girlfriend, Marian. However, their victory is short-lived as Marian is killed by a new villain named Willy, who is revealed to be the leader of a powerful criminal organization called the Shadow Warriors.

Driven by revenge, the Lee brothers set out on a mission to avenge Marian's death and dismantle the Shadow Warriors.
