To drain the moat you have to go into the basement and go through the door to the right of the Hazy Maze Cave door. Follow through the water and you'll end up in a room with two pillars in the water. Ground pound both pillars and the water will drain. Draining the moat is necessary to get the Vanish Cap and the star located in it's course.
