Foundation is a combination of Landfill and Concrete from Factorio, but it's a lot cheaper than both in this game. To make up for that, there is a "soil" mechanic that means if you don't have enough dirt in your pockets you can't lay foundation over water. Where do you get "soil"? Laying waste to mountainsides, of course!
