Friends and I fixed most hard long stutters with disabling Windows DX12 affected ControlFlowGuard tweak. Disable it, reboot, so many stutters are gone. Does not affect Online AntiCheat, it's a Windows tweak not a game file tweak. So many suggested tweaks and it was THIS one that did the best effort.
