Took me awhile to understand the scanning thing. Make sure your close enough and aiming towards the target. Go into "Turret Mode" by pressing "U". Once in turret mode, confirm your target by simply aiming at it.

Then, PRESS AND HOLD the RIGHT MOUSE BUTTON on your target ( or whatever keymapping you chose for your Data Link Scanner ). The scanning will start only if you HOLD the right mouse button.
