A little Elite: Dangerous - Odyssey guide on how to verify the number of Human locations shown in the Full System Scanner (FSS) against the Navigation Panel.

If planet is LANDABLE - CZ/Megaship/ Orbital Installations WILL show as Human Signals
If planet is NOT LANDABLE - CZ/Megaship/Installations WILL NOT show as Human Signals

Things that count as "Human" signals in FSS (Legacy/Horizons 4.0/Odyssey):
Conflict Zones
Fleet Carriers
Megaships
Capital Ships
Orbital Installations
Surface Installations
Crashed Ships (note "Crashed Ship" not "Crash Site")
Tourist beacons
Things that definitely DON'T count (Legacy/Horizons 4.0/Odyssey):
Orbital Stations (Orbis, Coriolis etc)
Resource Extraction Sites
Pirate Activity
Checkpoints
Listening Posts (appear as "Other" not "Human")
Additional Odyssey/Horizons 4.0 ONLY Signals that don't count - only appear after mapping planet:
