Fractional scaling is a feature that sizes up and upscales desktop icons so that they look big and wholesome on a super high-resolution display (like Mac's HiDPI displays). Regular scaling is limited to scaling up icons and fonts by whole numbers, while fractional scaling lets you scale more precisely to factors like 1.25 and 1.5.
