to unlock this transmog set, you need the 'Glowing Key Fragment'
which can drop from any mob @ Seat of the Triumvirate, Mac'Aree, Argus

the item unlocks the quest 'The Seat of the Triumvirate: Armor of the Triumvirate'
starts : Gaal in Krokuun, Argus @ CORD : 56.8 68.6

now go to The Seat of the Triumvirate Dungeon (it can be done on Heroic or Mythic)
kill the first boss, Alleria Windrunner going to blast a hole in the wall go left.
use the item on the shield / and kill 'Commander Atalaa'
open the chest / loot quest item / GG
quest end @ Archivist Ionaa in Krokuun, Argus @ CORD : 56.2 70.0
