TL;DR - getting a target lock on you while in dock ring of an upwell is usually bad news.

if you can warp normally, despite someone has applying "warp scramble strength" (attribute)/"warp disruption/scramble attempt" (log message), then you can dock normally at an upwell.

followup to this: if you normally qualify for tethering, despite pvp disruption/scrambling, you will break lock and tether.
