TL;DR - i get to the point real quick for those uninterested in listening to my pompous blowhard ass drone on and on

1. right click
2. choose propose lockdown vote
3. open up politics in your corporation window
4. open up votes tab then open votes
5. find and expand the latest vote (usually at the bottom)
6. click option #1 (once in a blue moon the order of yes/no will be reversed*)

you do NOT need anyone else to vote on it
do NOT ever give any shares away to anyone. ever.
if you do not vote on it it'll unlock automatically at the expiration of the vote (edit: confirmed)


*-not sure if they fixed that cosmetic bug, but it was sure effing annoying back in the day
