TL;DR - you totally can extract partially trained skills. just remember to 'update' the queue (quickest way is just clear your queue after making a 'note' containing your queue so you can add it afterwards)

errata: my plan was to add 'afterburner' as a skill at the end of the queue for each farmer...i think i accidentally added anchoring for a one or two alts. *shrug* i don't think it's a big deal, especially now that we know partially trained skills CAN be extracted.
