TL;DW - decloaked if you're really close to it, and it checks every 10 minutes (100min lifetime)...but if you're 15+ au you aren't decloaked. (and, like other 'mobiles' it goes poof at the end) HAHAHAAHA

now, i don't have a large enough data set to confirm this, but i think it's based purely on range (the "chance")

it could be modified by one's sensor strength (and mine was pretty high), but i suspect it's not. just range is all.

and i'm fairly sure the ridiculousness of having it lessened chance for range, when they say "system wide" is apparent to my audience.

oh, and this boondoggle costs 42m isk just for the ingredients (and 150m isk for the bpo) with me0/pe0 and probably sucky manufacturing skills. *shrug* w/e. lol. 40m isk? are you freaking kidding me!?!?!

oh oh...and of course you cannot scoop it after the lifetime ends cuz POOF
