For hacking Relic Sites, you want at least 72 Points of Probe Scan Strength. This is so you can scan Level 4 Relic Sites. Increasing the strength past 72 pts will only slightly improve your overall scanning time. This is because you will need less scanning passes until you get a signature to 100%, or to 25% and see it's not a Relic site. This will help, but is not a necessity.
The question of upgrading to a Sister's Core Probe Launcher to gain strength comes down to whether you are confident and don't get kill too often. At 30 Million ISK, it's a bit expensive for the 10M ISK Heron fit. I would say, save this luxury for your Astero, which is an awesome explorer ship, even for an Alpha player.

Once you get an Astero, if you are ready, the next Scan Strength level to reach is 105 points. This will allow you to scan down the Level 5 data site, Superior Sleeper Cache. These sites can pay over 100 Million ISK. Almost enough to cover the cost of the Astero fit.
