Meeting at Kabuki Roundabout, sit on the nearby bench and wait for Blue Moon to arrive. Once Blue Moon is ready, wait for her phone call and follow the waypoint marker down a nearby set of stairs. Here, you'll find Blue Moon wandering the alleyway.
It's important that you keep your distance from Blue Moon, as you do not want to spook the stalker by being too close. Being too close to Blue Moon for too long will see her calling off the mission.
Should the mission be called off, you'll recieve a text message from Red Menace a few days later, informing V that Blue Moon was killed by her stalker.
After a short while, Blue Moon will stop by a magazine stand and will soon be approached by a girl named Green Cloud, asking for a picture - surprisingly, this is your stalker. Now, you'll have a few options on how you wish to proceed with the mission.
Remember to keep your distance when following Blue Moon or Green Cloud. If you're struggling to keep up, you may find tagging either character helpful.
Approach One: Follow Blue Moon or Green Cloud
Now, you can opt to follow either Blue Moon or Green Cloud, as both options will have the same end result. Upon following either character, you'll eventually reach a large footbridge, where Green Cloud will stop Blue Moon and pull a gun on her.
If you followed Green Cloud, you'll have the opportunity to sneak up behind her and take her down before she can shoot Blue Moon. While Blue Moon would prefer there was no killing involved, she'll ultimately leave the stalker's fate up to you, as you'll have the choice to either kill her or let the NCPD deal with the situation. Your choice will have no effect on the outcome of the story.
However, if you followed Blue Moon, you'll have no stealth option. So, you'll need to act quickly and take Green Cloud down with either melee or a weapon before she can fire upon Blue Moon.
Approach Two: Stop the Stalker Before She Reaches Blue Moon
The second approach to completing this mission is much quicker, as you'll be able to stop and intercept the stalker before she even reaches Blue Moon.
To do this, you'll want to follow Green Cloud into the gun store, after she approaches Blue Moon for a photograph. After she has spoken with the gun store clerk, ask her "Why were you in a gun store." After her response, V will call her out on her lie, and Green Cloud will begin to flee. Here, you'll have the choice to chase Green Cloud down for a Non-lethal Takedown, or you can outright kill her.
Once taken down, search the Green Cloud's body for evidence and wait for Blue Moon to arrive. This will conclude the mission.
