Back in the 80s, the gaming world was pretty much like a wild west showdown, with Sega and Nintendo facing off in a duel for dominance. Sega jumped into the fray in 1983, rolling out the SG-1000 as their weapon of choice to take on Nintendo's Famicom. The Famicom was the talk of the town in Japan, a massive hit that pretty much became a cultural icon. If you weren't teaming up with Nintendo, you were likely left eating their dust.
Sega played it cool though. They handed out licenses for some of their arcade hits to companies like Sunsoft, who got busy making Famicom versions from '87 to '90. But these games were a rare sight compared to what you'd find on Sega's own Mark III or the rival PC Engine. Over in North America, the Sega vs. Nintendo battle heated up in the 90s, with Sega letting Tengen (part of Atari) sneak some games onto the NES around '89, completely bypassing Nintendo's seal of approval. Sunsoft and Tengen did their own thing with Sega's games, creating unique versions for their respective regions. The NES didn't really take off in PAL areas, so Sega games were a no-show there. When the 16-bit Sega Mega Drive hit the scene in '88, Sega went all out against the NES, and didn't really play nice with Nintendo again until the early 2000s.
