Only thing not mentioned in the guide to fix mouse input lag is to turn your "maximum pre-rendered frames" setting to 1. For Nvidia cards, this is found in the nvidia control panel - Manage 3D Settings - Global Settings - Maximum Pre-Rendered Frames set to 1.
