Once you give Caleb the poster and report to Hannibal, all the members of the Union will begin an expedition to the Memorial.

They take a long time to reach the Memorial, so go sleep in Underworld for a day.

When you wake up, head to Northwest Mall Station near the Memorial to talk with Hannibal and finish the quest. He will give you a dart gun schematic.

Try selling him some Lincoln artifacts, keep in mind your chances of success drops every time you give an item, so give him expensive things first.

To get the Repeater back immediately after selling it, I attacked it to make it's value drop and put my gun away when Hannibal switched to his hunting rifle. I then pickpocketed the gun.

It's much harder to steal the gun if it's still worth a lot of caps.
