It's recommended you do Tenpenny Tower quest before this. Tenpenny Tower gets tougher if Tenpenny is killed beforehand; Gustavo takes over and can't be convinced to allow ghouls unless he's murdered.

The quest involves gathering three keys for a Mister Crowley in Underworld from Dave of the Republic of Dave, Dukov of Dukov's Place, and Ted Strayer in Rivet City.

This quest has many different ways to go about it.
You can:
a) Assassinate and get the keys back to Crowley for only payment
b) Assassinate Crowley when ordered to by Tenpenny (if he's alive)
c) Non-violently get the keys and deliver them
d) Get the keys and go loot the T-51b Power Armor
e) Deliver the keys for caps, try to steal them back, get the armor

If you want money, just follow the quest objectives, but if you want the power armor, you have to learn Fort Constantine's location from either Dave or Dukov and travel there with no quest mark/objective aid.

Accept the quest from Crowley. Speech check the named characters in Underworld for XP and to unlock a new conversation with Crowley. The new dialogue makes Crowley reveal his desire for the keys and give you a 100 cap advance.

Ted Strayer is usually in the common room of Rivet City. To get his key, you can kill him, pass a strength check, pass a speech check, or pay him 25 caps.
