Dukov's place is right next to the Tepid Sewers if you haven't been there before.

His key can be stolen by Fantasia with the Lady Killer perk or by Cherry if she's not in Rivet City already.

When discussing the key, you can gain the location of Fort Constantine from Dukov.

If you're female, Black Widow has a dialogue option with him about the key.
As a male, you can speech check or pay 200 caps to get the key non-violently.

The Republic of Dave is far away if you haven't been there before. Once there, avoid saying that the Wasteland will claim the Republic or that you're there to kill. Choosing such dialogue options will cause everyone in the Republic to go hostile.

You can get Dave's in your first meeting with him by claiming you're an ambassador. You can also learn the fort's location from him. With Dave's key, you can loot the safe in his office for the unique Ol' Painless rifle; you can also grab a nuka-cola quantum on the top of the safe.
