There are two main options:

Steal the cure--The leads to ruining Uptown as Wernher goes a little bit overboard. He'll ask you to infiltrate the power plant and kill the electricity to Uptown. Cutting the electricity causes Uptown to swarm with trogs until all raiders are dead. This choice "frees" the slaves but does not guarantee their safety or peaceful settlement. You will lose access to the Pitt merchants.

Leaving the cure-This makes the slaves assume you are on Ashur's side. During their revolt, they will come after you. Siding with Ashur will ensure the continued rule of the raiders. This means the Pitt merchants will remain usable, but a few slaves might die and litter the streets.

When you've made your choice, head to Midea to be told where Wernher is hiding.

Wernher will be hiding in the steelyard in a room upstairs from Wild Bill's corpse.

If Wernher is killed, just report to Ashur.

If you are helping Wernher, enter the power plant through the manhole near the freight cars at the beginning of the steelyard area.
The Power Plant is not difficult to get through, but you'll constantly be ambushed by trogs. Keep a machine gun handy.
