I learned something after digging around the internet, wondering how to fix my three broken settlements: Abernathy Farm, Finch Farm and Greentop Nursery. What I learned was a console command that would force a city plan level up...and considering how long these three settlements were ready to level up but didn't...this was a lifesaver. Side note: the forced level ups also force another sky tour of the settlement as it improves...neat?
