The Freezing Pipe Pistol, while not terrible damaging, make great use out of the Freezing Effect to deal with the stronger enemies. While Frozen, the high level enemies are completely defenseless and immobile. this allows you to go right up to them and unload your mag into their heads, dealing great damage. The low AP cost to use this weapon in VATS coupled with the low damage allows you to build all of your critical on one enemy, if they are strong enough, allowing you to freeze at a much higher rate that that of an assault rifle for example.
