Essentially, The Silver Shroud Submachine Gun is simply a Submachine Gun with a silver texture. It offers no legendary effects or abilities, its purely a cosmetic weapon.

For a legendary effect that this weapon would sport, I would say 'Assassin's' would be fitting although it would also be awesome for it to have its onwn unique legendary effect, like: "Sneak Attacks do 50% more damage. This would give this weapon great synergy with the stealth based perks.
