Following the road east of Novac, you'll run into a NCR checkpoint where Ranger Milo will ask you to assist in a hostage situation.

Going through with the quest will involve having to kill Legionaries if Boone is with you or if you attempt to rescue the hostages rather than performing mercy killing.

Saving the hostage gains you +2 Boone trust points.
Killing them earns only +1.

You need +5 to get his companion quest activated.
