Fix its power supply by using 35 repair and scrap metal on its generator, or go upstairs and activate a repair robot with 45 science or an employee ID.

With the mainframe on, choose where to direct its power.
The reward that gives the most items and good amount of karma is distributing the power Mojave wide. Ignacio will give medical supplies and a Big Book of Science.
All other rewards make you miss out of the book, but you still get medical supplies for the other choices (unless you supply the Strip and McCarran, you'll only get NCR fame).

Directing power to ARCHIMEDES II will allow use of an orbital strike laser once you locate the Euclid C-Finder targeting gun. It's bought off a kid named Max in Freeside, he's the one playing tag with a friend.

If you want to be a psychopath, you can activate the ARCHIMEDES I defense system along with any power distribution (except for the overload option) to kill all NCR troopers occupying the plant. This will gain infamy and end the quest immediately. The Legion will end up moving into the plant after a few days.

If you decide to overload the system, Ignacio rewards you a bit still.
