This quest gives some interesting backstory on what happened to the Enclave after Fallout 2 and access to the two most powerful suits of armor in the game. This includes the otherwise unobtainable Gannon Family Tesla Armor. Finally, if all goes well, you'll get a Vertibird full of former Enclave troopers helping you out in the final battle.

Unfortunately, it's also very difficult to access this quest. Before even attempting it, you will need to do the following in this specific order:

-Get a speech skill of at least 80 (or get the Confirmed Bachelor perk, but I do not recommend it)
-Recruit Arcade Gannon. Try to do this before talking to Benny the first time. Note that you will need decent Karma to do this.
-Raise your "trust level" with Gannon to the point where he is willing to talk to you. The easiest way to do this is to allow Benny to escape to Ceasar's fort, then tell Gannon that you will leave the camp as soon as possible when the one-time dialog with him appears. Later on, visit the Crashed Vertibird site to add another point of "trust" with him. This should be enough, but if you've already used up these opportunities, you can add another trust point by visiting the REPCONN test site and completing another dialog with Gannon.
-Progress far enough in the main storyline that you've either destroyed or formed a treaty with the Brotherhood of Steel.

In addition, any of the following conditions will result in the quest being impossible to finish:
-Refusing the quest outright
-Killing or rendering any of the following NPCs hostile- Cannibal Johnson, Doctor Henry, Daisy Whitman, Orion Moreno, Judah Kreger, Arcade Gannon
-Completing ANY of the Ceasar's Legion faction quests. Players allied with Ceasar's Legion cannot complete this quest regardless.

As soon as all of the conditions have been met, Gannon should come up to you and ask you to initiate the quest. Obviously accept it, and talk to the people I show in the video. Doctor Henry requires you to finish the sidequest to cure the Nightkin before he will join (I did this before the video). After recruiting each individual, Gannon will ask what you think about their responses- choose the top option to encourage him to fight in the battle at Hoover Dam, choose the bottom to encourage him to stay in Freeside. Your choices will determine whether you need a hefty speech check to receive the armor from Gannon at the end. When meeting up with Orion Moreno, obviously do not tell him that you are fighting with the NCR. Your responses to the other NPCs do not matter.
