If it wouldn't be obvious, guns feel like guns in New Vegas than 4. The fact that 22lr rifle tickles NPCs, 308 barely leaves them alive and 50 caliber anti-tank round does exactly what a caliber of that size would do to a human shows how down in earth it is, where as with 4 the way you withstand bullets depends what your current title and rank is.
