Left My Heart is best started through Frank Weathers in the main tent at Aerotech.
He relays that his family is being held captive by the Legion at Cottonwood Cove.

Go to the Cove without Boone and maybe a Legion disguise if you can't convince them you're a trader.

Notes on the Cove:
You can use a +50 explosives check on Decanus Severus for Legion fame and some xp. You can also teach him how to make powder charges with a schematic from NCRCF.
You can also sell dog tags to Aurelius or barter check to be allowed to trade the tags for supplies through Severus.

You can loot some Legion plans from a cabinet in their HQ building, and some more plans and the unique dog tag fist, Recompense of the Fallen, from Aurelius' office desk. Also in Aurelius' room, a copy of Grognak in his nightstand.

There's also a star cap in the ladies bathroom near the docks.

When you're ready to free the Weathers; find Canyon Runner and pay him for the family.

Contact them to inform them they're free and report back to Frank for a quest complete and an opportunity to get Frank to try to stay sober.
