The quest is started and takes place in Vault 19. Recommend having +60 Explosives before doing if you want the pro-NCR conclusion.

Vault 19 is north of the mountain ridge that engulfs Quarry Junction. It can reached by taking the road south-west out of Vegas.

When you first enter, explore a bit before starting the quest. There's some first aid boxes and stashed C4. The first charge of C4 is between some filing cabinets in the clinic. A second charge is between the vending machines in the cafeteria.

Start the quest through Philip Lem and Samuel Cooke. They are in their own Overseer's office. Samuel wants you to clear out some fire geckos so that the Powder Gangers can thrive. Philip wants the sulfur caves destroyed so the group will surrender.

With the keycards they give you, enter the living quarters through the sealed sectors. Be careful, the entrances are protected by frag mines.

In a bedroom of the abandoned living quarters is a star cap next to a terminal. The room is the second one you encounter if you enter from the blue sector.
Just a short walk from the star cap bedroom is another bedroom with a terminal.
Look near the leg of the couch for another C4 charge.

Go into the Sulfur Cave. There is another C4 charge. Go through the metallic utility section until you find an exit into an Overseer's office. Before this entrance in the hallway, near a fire hose box, is the C4 in a pile of debris.

Go around killing the geckos if you want to serve Samuel.
If you want to help Philip, make sure you are done messing with the sulphur caves because, as soon as you set the explosives that you need to destroy the caves and help Phil, you get booted into the Living Quarters.

To help Philip, you need 3 charges of C4 and 60 explosives. The C4 is planted through interacting with some blue crystals in a cave chamber. The fastest route to the chamber is through a tunnel on your right when you first enter. You can't miss the crystalline rock structure.

Once you're done with the caves, report to Sam or Lem, and optionally arrange an alliance with the Great Khans.
