Fetch Arcade for this quest. Depending how you finish this quest, you can get one or two like points with him.

To start this quest, you have to do I Put a Spell on You until you ask Boyd about suspicious activity. Inquire about missing persons until she mentions Corporal White.

Agree to find him to start the quest.

Note: I don't think you need to steal letters. I only did it because the wikia article suggested it.

Search White's stuff if you want and go meet Dazzle in the Gomorrah back courtyard.

She'll tell White went to speak with Trent at the sharecropper farms north of McCarran.

Trent is either in the open air or the north-eastern barracks. He'll tell you to talk with Romanowski.

Romanowski is in the middle of the farms and suggests speaking with Tom Anderson in Westside.

Tom is in the Casa Madrid apartments. With good Followers rep or 6 or greater intelligence you can force him to tell the truth. Otherwise, when he denies meeting White, find the boy Hector near one of the gardens, ask him about the water, speech check him or follow him and catch him stealing water, and he'll rat out Anderson.

Now here's the open ended part.

With 50 barter, you can take a bride of a few hundred caps from the Westside Co-op.

Be aggressive about putting Anderson away, and he'll go hostile. You can kill him and take the confession note from his corpse to Boyd to finish the quest.

Agree to lie to Boyd that Scorpion gang members killed White for Follower's fame.

Or, you can allow Westside to continue to receive water while Anderson confesses to Boyd about the murder but not the motive.

The Scorpion story gives +2 points with Gannon. The false motive ending gives +1. Killing Anderson can net you +1 if you say the right things (mention rationality and not getting NCR involved with Westside), but it can also earn you dislike points for being blunt, nonchalant, or cynical.
Taking the bribe can get you a dislike point with Gannon if you seem primarily concerned with profit when he confronts you.
