After every station except Charlie is updated:

Report to Reyes and she admits to being disturbed by recent Ranger reports. She'll have you speak with the chief Ranger at stations Delta, Alpha, and Foxtrot. The Rangers will reveal that they don't know what Reyes is talking about.

Report to Reyes that the reports are wrong and she'll have you confront Chief Hanlon at Camp Golf. Hanlon will only speak you on the House Resort's balcony, and he is only on it during the day (starting at about 8AM).

Hanlon admits that he was falsifying reports in order to scare the NCR troopers into mutiny against NCR military commanders. With the NCR military disturbed, he hopes the NCR Senate will realize that the Mojave expansion campaign is doomed to fail and that they should turn inward and focus on improving the NCR's defenses and infrastructure.

With the knowledge that you know of his deception and that his plan won't succeed before the Second Battle of Hoover Dam, Hanlon offers to atone for his treachery by having NCR Rangers sacrifice themselves for the sake of the troopers at the Second Battle of Hoover Dam.

If you agree to let him handle things his way (the sacrifice of Rangers), there are no bad long-term consequences, and in fact, the Rangers gain prestige in the NCR.

If you decide to turn him, he waits for you to leave his office and then commits suicide. His suicide and confession cause severe damage to the reputation and morale of the Rangers. For the next few decades, the organization suffers as the NCR Senate refuses to give funding and recruitment rates drop.

So even though you may think he's a douche bag, it is best to not turn him in so the NCR will continue to nurture its elite forces.
