Camp Searchlight is in the south-east section of the world map. Sergeant Astor is usually patrolling the outskirts. Talk with him and ask about survivors to start the quest.

Sweep Searchlight until you collect 9 irradiated dog tags from feral trooper ghouls. While hunting, enter the basement of the east chapel for a Chinese Special Ops. book and three holy frag grenades (with Wild Wasteland) or a mini-nuke.
The last tag is in the house near the west chapel. Inside, you'll find Edwards. You can kill him for the tag or help him out. Make sure to inquire about his leaving the house and secure support from Astor before taking his tag through speech check. Ask him why he hasn't left and then ask if he fears something other than the radiation. He'll admit a fear of radscorpions. Step outside and kill three giant radscorpions that spawn upon his mention. Report to him they're dead. He'll ask for a place to go. If your speech checks are +50, offer to speak to Astor. Otherwise, ask about other places he can go. Ask Astor to accept Edwards and report the good news to Edwards to get good karma and the tag.
