Wheel is not a very interesting quest, but it's a quest. Find Logan in the basement of the east chapel of Camp Searchlight. He'll need you to hack the nearby terminal. Hack the average lock and discover the radiation suits are at Nipton.
Speak to Logan again to officially start the quest. Head to Nipton and speak with Boxcars in the general store. He'll mention some crates to the north.

Follow your quest marker to an average locked fence. Pick it and retrieve the Radiation Suits Package from a footlocker.

Return to Logan. He'll say to raid the Searchlight Police Station. Head over and take care of the three feral troopers in the building. Search the station for NCR gear. There's a 9mm smg in a prison cell, a pistol on a desk in the computer room, and some grenades and a grenade launcher in the storage room. Check the desks in the computer room for computer and radio parts.

Report to Logan and he'll say it's time for the Fire Station. Enter the building and kill the Radscorpion Quenn. Shouldn't be difficult. Check out the near by Legionary corpses for an explanation about the high radiations levels. Head upstairs to start looting.
There is a star cap in the back of the second floor in the kitchen. There's also the unique axe Knock-Knock in the corner of a bathroom stall containing a skeleton. Check the fire chief's office for some weapons, and check the duffel bags in the barrack for computer and radio parts. Report to Logan and kill him because the quest ends with him betraying you.
